JESS CRUZ is a principal at Potomac Waves Media where she specializes in strategic media planning and production for national, statewide and local political campaigns. In early 2024, she was part of Senator Tim Kaine’s re-election leading Spanish-language earned media efforts, writing press releases in-language and serving as a press contact for the campaign. She also worked in the placement and production of ethnic media for the Kaine campaign. She was retained by the Democratic Legislative Campaign Committee IE’s to lead their efforts to reach Spanish-speaking voters in Arizona in targeted legislative districts, overseeing the placement and production of radio and digital ads. Additionally, she leveraged her longstanding relationships with ethnic outlets in California to manage a multilingual print and digital media campaign on behalf of the California Teachers Association. Over multiple cycles, Jess has worked with the DNC to coordinate and place Tribal and AANHPI print, digital and radio media buys for their GOTV efforts.
During the 2022 election cycle, Jess assisted in media efforts targeting AANHPI voters in Nevada, California and New York on behalf of the DCCC Coordinated Campaign and produced Spanish-language ads for Congresswoman Abigail Spanberger’s successful re-election campaign. That same year she was part of the team that planned and executed all of the paid media for Cisco Aguilar’s race for Secretary of State. In 2020, she was part of the Biden for President paid media team where she executed an advertising campaign in battleground states, producing print and radio ads in six languages, as well as an English-language TV ad targeting Pan-Asian voters.
